General Taxi Operating Information
Tax Conditionality - Taxi Drivers, Private Hire Operators and Scrap Metal Dealers
You can now create a tax check code on the governments' website.
Starting April 4, 2022, all licence renewal applications must register for a Tax check code. We will verify its validity before renewing the licence. Failure to provide a valid code will result in licence renewal rejection.
This is about making sure everyone pays the tax they owe and creating a level playing field. HMRC is working with industry bodies to make the process as easy as possible. The check should only take a few minutes every few years. This is to confirm someone's tax registration.
You’ll need to complete a tax check when you renew your licence as a:
- driver of a taxi (hackney carriage)
- driver of a private hire vehicle (and dual licences)
- private hire vehicle operator
- scrap metal dealer mobile collector
- scrap metal dealer site
Read the Tax Check Factsheet to know what you need to do. Your licence renewal won't be considered without a tax check.

Taxi, Private Hire and Operating Policy
A new Taxi/Private Hire and Operator Policy was officially approved at Committee on 8 September 2021.
The policy is effective immediately, but some aspects may take weeks to follow. The committee has a six-month transition period for new policy elements. This cannot be immediately implemented, as it allows time to adjust and put in place the new policy. This applies to areas like DBS checks for counter staff, which may take a few weeks to follow.
Each case will be considered on its own individual circumstances. Please speak with staff in the Licensing Team if you have any issues.
