National Referral Mechanism (NRM) Process for Adult and Child Victims of Modern Slavery

Step One:
A professional identifies a potential victim (PV) of modern slavery or human trafficking.
If it is a suspicion that modern slavery is taking place, report it to West Yorkshire Police.
To do this, use the Partnership Intelligence Portal, or call 101, or report it online.

Step Two:
Call 999 if:
There is an immediate threat to a PV or related individuals.
The PV needs emergency treatment.
The PV is still in the place of exploitation.
Please contact children's social care on 0345 8503 503 if:
There are children linked to the adult PV.
The PV is under the age of 18. In this case, also refer them to the Independent Child Trafficking Guardianship Service - 0800 043 4303.
Step Three:
Contact your modern slavery single point of contact or your safeguarding lead.
If you are not a first responder, contact Gateway to Care on 01484 414 933. They will advise who is the best first responder to support you. Consider taking the PV to a place of safety to allow for a safe conversation/ address any self-care needs.
Step Four:
The first responder should instigate a discussion within 24 hours involving key services.
Consider these four questions:
Are they still being/ likely to be targeted by their trafficker/ exploiter?
Are they safely housed?
Do they have income, food and appropriate clothing?
Are there any immediate safeguarding concerns?
Consider mental capacity.
Provide the PV with information on their options. Consider and discuss steps needed to stabilise their circumstances.
Are they at risk of being re-trafficked?
Can they live independently?
Consider the following:
Legal and third sector support.
Interpreters.
Welfare entitlements.
Health checks.
Accommodation
Asylum.
Step Five:
Explain the NRM Process to the PV.
If the PV does not consent to the NRM referral, they cannot receive support provided by the NRM. They may still be eligible for state support. If they are under 18, consent is not required and support is provided by Children's Social Care.
Has the PV Given Consent to Referral into the NRM?
No:
Step Six:
Complete and submit the online duty to notify form.
Complete the online referral form at www.modernslavery.gov.uk/start, sections 1 to 4 and 7. Do not include any personal details without the PV's permission. Select "no" in section 4.
Step Seven:
Consider the level of need/ risk.
Safeguard the PV and try to reduce the risk of re-exploitation. Consider a referral for non-statutory support. With support some PV's will agree to go into the NRM at a later date.

Complete a digital referral form.

The form must be completed in one go, as progress cannot be saved. Consider "Act, Means, Purpose" definitions when completing section 3.
Step Seven:
Pre-RG Housing
Safeguarding and duty of care processes must be adhered to.
Contact the Salvation Army for accommodation on 0300 303 8151 if:
The PV has no recourse to Public Funds
AND
There
is no duty to provide housing/ support under other safeguarding/ human rights
legislation.
